On 29 April 2026 the Commission urged member states to deploy a white-label EU age-verification app integrated with EUDI Wallets. Within 48 hours Germany, Ireland, France, Poland, and Estonia signalled they would not. The fragmentation is now a Council process — and a merchant integration problem.
